Job Position – HSE Engineer (for Qatari Nationals)

ACCOUNTABILITIES
Understand the Environment Operation responsibilities and roles in developing and support for environmental compliance, environmental management system, waste management, radiation and NORM and environmental reporting.
Understand the Environment Project responsibilities and roles in developing and support for environment and social baseline survey (ESBS), environmental and social impact assessment (ESIA), environmental identification (ENVID, environmental monitoring offshore survey (EMOS).
Understand the emergency oil spill preparedness responsibilities and roles in developing and support for procedure review, readiness of equipment, organize drills and exercise and promote awareness of oil spill risks and prevention.
Understand the environmental permitting process and building relationship with MOECC, including the process Consent to Construct (CTC), Consent to Operate (CTO), and other environmental permits required to support NOC operation.
Understand the NOC ISO14001:2015 EMS procedures and standards are integrated into operations, implemented, audited and reviewed periodically and support for the audit process.
Understand and support for the biodiversity system development and procedure as required by MOECC.
Support for environmental awareness promotion through campaigns and trainings, including for the world environment day celebration
JOB DIMENSIONS
Work location: Doha with regular visits to offshore and project sites.
Job holder is NOC’s Environmental Engineer development role for a fresh Graduate to learn and grow within the Environmental department of HSEQ.
The job dimensions include:
Number of staff under direct supervision: 0
Job boundaries: All entities of NOC
Transverse Functional interaction – with Operations, HSEQ department, CPD, Drilling, Projects and Construction, Logistics and Planning and Development.
High exposure to the local authorities (MOECC) and Shareholders of NOC
ACTIVITIES
Contribute and support for monitoring of compliance to legal requirements (Qatar laws, NOC permits and licenses, NOC policy and contracts) and perform regular compliance review and report to the HSEQ.
Contribute and support for environmental data to prepare monthly, quarterly, semi-annual and annual environmental reports as prescribed in permits and licenses to Qatar Authority and shareholders; and monitor the status of environmental KPIs.
Contribute and support for implementation of EMOS for Al Shaheen field as per the consent to operate requirements and liaise with Qatar Authority to obtain approval of scope of work and final report.
Contribute and support for preparation and implementation of ESBS, ENVID and ESIA for modification or development projects
Contribute and support for oil spill response preparedness, including update procedures, organized trainings, equipment maintenance program and maintain coordination with external supports QE and OSRL.
Contribute and support for preparation and completion of relevant supporting documents for the permitting process. Act as a technical liaison with regulatory authority,
Contribute and support for regular communications with regulatory authorities via meetings and regular reports for environmental studies and permitting process (Consent to Operate (CTO), Consent to Construct (CTC), Hazardous Waste Licenses) and support by participating offshore trips if required.
Contribute and support for implementation of ISO14001:2015 in NOC operations: Review and update procedures, organize for training or to raise awareness, and monitor the performance and organize management review and support by participating offshore trips.
Contribute and support for biodiversity system and program, including Whale Shark, Cetacean and Turtle and Popmark monitoring program in collaboration with local partners and the Qatar Authority.
Contribute and support to promote environmental awareness, at all levels of the organization.
CONTEXT & ENVIRONMENT
Contributes to maintaining NOC’s Environmental Compliance and Environmental Management System implementation. The Environment management deliverables are crucial to NOC’s Operations as they will contribute significantly to compliance to environmental regulation and requirements from MOECC, and International Standards. The function has a high visibility with Shareholders and Government Authorities. Maintaining a balanced level of resources and competence is an important factor to be considered when promoting solutions, especially in matured offshore assets. The job holder recommends pragmatic solutions to NOC’s challenges.
QUALIFICATIONS & EXPERIENCE REQUIRED
Bachelor’s degree in one of the following: Environmental, Chemical Engineering or Science.
Position is for Qatari only.
Computer knowledge : Conversant with usual business suites (Word, Excel, Powerpoint, Access databases).
