Overview

  • The Safety and Quality Specialist is responsible for monitoring and providing technical support to an assigned area of the program for random and scheduled Quality/Safety inspections and/or audits. The Specialist will evaluate work sites to ensure operations follow the Performance Work Statement, Federal and Local requirements; provide technical support to area supervisors/managers in corrective and preventive actions for compliance deficiencies, conduct observations, conduct program evaluations, and perform root cause analysis (RCA) and document results in EVA (online database). The Specialist will write technical reports and will work closely with the upper and middle management teams to implement recommendations. The Specialist assists with day-to-day operations at the department level by ensuring that all Safety/Quality reports, Customer Comment Program, Process Improvement Projects, and databases systems (EVA & SharePoint) are maintained with applicable documentation such as inspection/audits, trade certifications, licenses, and training records.

This position requires the ability to work at multiple AFCAP project locations. The employee must have the ability to deploy/travel to support multiple Task Orders throughout the AOR. The position will be located in Qatar and travel to support other AFCAP projects as required on a temporary basis. The ideal candidate will be eager to learn new things, be self-motivated, organized, take initiative, remain objective, and have strong oral and written communication skills.

Responsibilities

  • Conducts and documents compliance evaluations, root cause analysis, risk assessments, hazard analysis, and evaluation of incidents or existing/new/modified processes.
  • Inspects and test work areas for potential physical, chemical, and environmental stressors to ensure safety and health non-compliance issues are documented and reports findings to onsite management and AFCAP PMO.
  • Prepares professional reports to site and functional managers on compliance and observations; assists with preparation of required corporate reports; updates safety databases.
  • Recommends abatement actions for identified deficiencies; monitors corrective action and tracks task to completion.
  • Observes compliance during workplace inspections and documents behavior traits during audits. May provide individual behavior-based coaching as needed.
  • Develops a variety of training lesson plans; presents environmental, safety and health training; presents orientation training.
  • Recommends PPE to be used in the workplace, trains employees in the use care and maintenance of PPE; monitors the workplace for compliance.
  • Implements hazardous material and hazardous waste programs in industrial areas.
  • Sets a good example to the workforce by following all environmental, safety, and health regulations, policies, procedures, and practices; keeps work area/equipment clean and orderly.
  • Prepares monthly reports, weekly reports, and deliverables for the Quality Department, Corporate and the USG.
  • Ensure online database is updated with relevant program trade certifications, licenses, and training records.
  • Ensure the customer comment program is maintained, and data is reported.
  • Recommend and initiate Process Improvement Projects.
  • Perform safety incident investigations
  • Performs other duties and assignments as stipulated in the PWS and/or SOP.

Qualifications

  • Minimum Qualifications:
  • Education/Certifications: One-year related experience may be substituted for one year of education if degree is required.
    • Associates degree in environmental, safety, health, or related discipline or combination advanced education and two years of experience.
    • Must have a valid U. S. Passport and U. S. Driver’s License.
    • Must have and maintain a valid SECRET or Interim Secret Security Clearance prior to deployment.
    • Must be able to read, write, speak, and understand English fluently.
    • Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc.
    • Candidates must successfully complete both online and hands on CBRN (chemical, biological, radiological, and nuclear) defense training. Training includes the successful fit testing of DoD provided protective gear.
  • Experience:
    • Minimum two years’ experience as environmental, safety and health specialist, with firsthand
    • knowledge of operations in a behavior-based safety compliance program and hazardous
    • Requires two (2) years of experience in operations; planning and implementing work processes to be performed efficiently with high levels of customer satisfaction, coaching, training, and skill building of employees, remaining professional, objective, and discreet at all times.
    • Preferred Experience: Certification as an ISO 9001 Auditor (or ability to obtain), and Quality Management
    • System (QMS) experience are preferred.
  • Skills:
    • Applicants must be US Citizens and those selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
    • Excellent English written and verbal communication skills.
    • Must be highly proficient in computer operations to include Microsoft Office, Outlook, Word, Excel, and PowerPoint.
    • Must be proficient at instructing small and medium groups of people and provide behavior-based coaching to individuals.
    • Must have great organizational and time management skills, be able to work independently, and as a member of a diverse team.
    • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
    • Knowledge in Hazardous Waste Management, Pest Control, Pollution Prevention, Compliance, Water Management, and Safety.
    • Knowledge of principles and processes for providing excellent customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
    • Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
    • Must know or be capable of gaining an understanding of the mission for the Environmental Section of the Public Works Directorate/Civil Engineering.
    • Requires a collaborative work style, fostering cooperation, and teamwork.
  • Other Requirements:
    • Work will be primarily indoors, but outdoor activity may occur. Exposure to heat, cold, dust, noise, chemicals may occur. Overtime and shift work may be required depending on contractual needs. Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions. Task specific work environment training will be provided as required. Must be prepared to function in a wartime environment to support U. S. interests. 100% Overseas Assignment.
